Window cleaning in Eastvale, CA

Eastvale is one of the newest cities on our list, built on old dairy land, with mostly detached houses built since 2000. Outside windows are $9 each, plans save up to 15%.

Homes in Eastvale

Eastvale has 70,739 people in 12.7 square miles. It was incorporated in 2010 and was mostly dairy farms and farmland until the late 1990s. Median home value is about $884,800.

The city's boundaries are Hellman Avenue on the west, SR-60 on the north, the Santa Ana River and Norco to the south and I-15 on the east. ZIP codes are 92880 and 91752. Mail often says Corona or Mira Loma, but the homes are in Eastvale.

Water in Eastvale and what it does to glass

The Jurupa Community Services District serves Eastvale. Its 2025 report says the supply is a combination of local groundwater and imported surface water. System-wide total hardness averaged 162 mg/L, with a range from 25 to 220 mg/L. In grains per gallon that is about 9.5 on average (our math, dividing by 17.1). On the USGS scale, 162 is "hard." The report covers the whole district, which includes Jurupa Valley, so it is not an Eastvale-only number.

The range is wide, so the glass you see matters more than the average. Fresh sprinkler rings come off in a normal clean. Older ones need a quote from a photo. The hard-water guide explains the options.

Wind, dust and sun

Eastvale was dairy land into the late 1990s, and the city runs along the Santa Ana River on its south side, with SR-60 on the north and I-15 on the east. We found no Eastvale dust measurement. The regional pattern is Santa Ana winds, about 10 to 25 events a year, and the air district says gusts lift dust and soil.

Eastvale: fires in the Santa Ana River bottom

Eastvale's south edge is the Santa Ana River, and that is where its fires start. On the evening of May 2, 2023, a brush fire burned in thick vegetation in the 7700 block of Cobble Creek Drive, near homes. By midnight it had spread to about 5 acres, with winds that were light but pushed it east. No evacuations or injuries have been reported. That is from ABC7's report. Cal Fire lists the Mann Fire as 100% contained at 180 acres.

HOAs, roofs and solar panels

Homes built since 2020 generally have rooftop solar because the state requires it on most new homes. Many Eastvale homes were built before that, so some have panels added later and some have none. If yours are on a single-story roof, we clean them from the ground, $6 a panel. Two-story roof arrays are left alone. Ask your own association about contractor rules.

Eastvale electric service and solar billing

We found no city electric utility in Eastvale. The CPUC page on the Circle City Substation project says it would be located in portions of northwestern Riverside County, including the cities of Corona, Eastvale, and Norco. SCE dropped the project in 2020, and the CPUC closed the case on July 22, 2020. The CPUC says solar applications since April 15, 2023 take the Net Billing Tariff, and NEM 2.0 customers can stay on their tariff for 20 years from interconnection. Eastvale has many homes built before and after that date, so check which one you are on. For scale, a University of California San Diego study of 186 California sites found that, on average, sites would have yielded 0.81 percent more annual energy if they had been washed halfway through the summer drought. It did not report results for this city, so yours can differ.

Eastvale master plans and solar rights

New Home Co. is developing 159 acres in Eastvale into the master-planned residential infill community of Eastvale Square. A June 2024 article described the creation of almost 2,000 homes, with phase one sales planned for September. We did not find its association rules. The City of Eastvale has transitioned to online project review, per its Building Safety FAQ. Civil Code 714 voids association rules that effectively ban solar. Under California Civil Code 714, a solar application to an association that is not denied in writing within 45 days is deemed approved unless the delay comes from a reasonable request for more information.
