Window cleaning in Chino, CA

Chino has older dairy-country streets and a large new master-planned area, The Preserve, on former dairy land. Outside windows are $9 each, plans save up to 15%.

Homes in Chino

Chino has 94,006 people in 29.6 square miles. Median home value is about $708,000.

Wikipedia says Chino's large dairies made it the largest milk-producing community in the nation's largest milk-producing state, and some farms and animals remain. The Preserve at Chino is a master-planned community on the former Chino Valley dairy preserve. Sources disagree on how many homes it has, so we leave out a count. Chino has ZIP codes 91708 and 91710. Chino Airport, with its aircraft museums, is in the south.

Water in Chino and what it does to glass

The City of Chino runs its own system. The 2025 report says about 73 percent of the supply was treated groundwater and 27 percent came from the Agua de Lejos treatment plant, which treats imported State Water Project water. Hardness is listed by source. City wells averaged 248 mg/L (range 230 to 260). Chino Basin Desalter Authority water averaged 148 mg/L (100 to 190) and imported water averaged 90.8 mg/L (84.5 to 99.1). The USGS scale calls 61 to 120 mg/L moderately hard, 121 to 180 mg/L hard and more than 180 mg/L very hard. That makes city well water very hard, desalter water hard and imported water moderately hard.

The report does not say which neighborhoods get which source, so the harder city-well water may be at your tap or may not. The glass tells you. White rings that come back every week are the sign. With very hard water, they build faster. We quote removal of heavy crust from a photo, from about $6 a window on top, and never add it without asking. The hard-water guide explains the options.

Wind, dust and sun

Chino is reached by SR-71 and SR-60, with many industrial areas and, in the south, an airport. Wikipedia says its surroundings have long been a center of agriculture and dairy farming. We have no Chino-specific dust measurement to cite, so we say only that dairies, industry and Santa Ana winds all put particles in the air, and that glass collects them. The South Coast AQMD says gusty Santa Ana winds can lift dust and soil into the air.

HOAs, roofs and solar panels

New homes in The Preserve and other recent tracts are likely to have rooftop solar. California's 2022 energy code expands solar photovoltaic and battery storage standards. The city requires plans submitted online for solar installs, including a site plan, roof plan, structural calculations and an electrical plan. For single-story roofs we clean from the ground, $6 a panel. Second-story roof arrays are out of reach and we do not climb. Associations in master-planned areas often set contractor hours, so check yours.

Chino solar: the nine-year net billing window

Southern California Edison provides electric service in Chino. Newer tracts such as The Preserve may be on net billing. The original owner of a system on the Net Billing Tariff is guaranteed the use of that tariff for nine years. Customers who moved to the Net Billing Tariff from a previous NEM tariff are not eligible for the NBT legacy period. Residential SCE customers who apply before the end of 2027 get a slightly higher export credit for nine years. California's building code can require solar on new construction, and customers required to add solar do not receive the adder.

Under the Net Billing Tariff, export credits are usually lower than the retail rate. Much of the value of a clean array comes from the power you use at home. For scale, a University of California San Diego study of 186 California sites found that, on average, sites would have yielded 0.81 percent more annual energy if they had been washed halfway through the summer drought. It did not report results for this city, so yours can differ.

What Civil Code 714 says if your Chino association pushes back

Civil Code 714 is the state's solar rights law. An association that willfully violates the solar law owes actual damages plus a civil penalty of up to $1,000. The winner of an enforcement suit gets attorney's fees. Approval requests may not be willfully avoided or delayed. We found no Chino city code on holiday lights, so ask the city.

Questions from Chino homeowners

How hard is Chino water?

The City of Chino reported 2025 hardness by source: city wells averaged 248 mg/L, desalter water 148 mg/L and imported water 90.8 mg/L. Which one reaches a home depends on the neighborhood.

Do you clean windows in The Preserve?

Yes. The Preserve is in Chino and uses the same price list. Two-story homes are cleaned from the ground, at 15 percent more per window.

Does dairy dust affect windows?

We have no measurement to cite for Chino. Dairies, industry and wind all add particles to the air, and glass shows it.
