Horse properties mean long driveways, gates, corrals and animals in the yard. Please tell us about dogs, horses and other animals when you book, and keep animals away from the work area and gates closed. Santa Ana Mountains views and the I-15 freeway running through the city are the other two landmarks Wikipedia names.
Water in Norco and what it does to glass
The City of Norco runs its own system. The report we found covers 2024 and was mailed in June 2025. We could not locate a 2025 report. It says about 85 percent of the supply was purchased treated water, including reverse-osmosis-treated groundwater from the Arlington Desalter and the Chino Desalter Authority, and the rest came from two city wells. System-wide hardness averaged 130.6 mg/L with a range of 50 to 220. That is about 7.6 grains per gallon (our conversion, dividing by 17.1), and "hard" on the USGS scale at the low end.
By source, city wells ranged 50 to 220 mg/L, Riverside water 180 to 210 and the two desalters 54 to 190. If sprinklers hit the house glass, rings can form. The hard-water guide explains how to head off the build-up.
Wind, dust and sun
We found no Norco wind or dust data. Wikipedia notes the Santa Ana Mountains are visible from the city, and says fall can be windy due to the Santa Ana winds that blow October and November. A plan every 3 months is the simple answer.
| Gust days, 40 mph or more | 2.4 a year (0.3 reach 50 mph) |

Norco: the 2020 Mann Fire
The Mann Fire was first reported just after 9:50 a.m. on March 3, 2020 in the Santa Ana riverbottom near California Avenue and Grulla Court. Cal Fire lists the Mann Fire as 100% contained at 180 acres. The fire was 100 percent contained Friday, March 6. The fire brought mandatory evacuations. Two civilians received non-life threatening injuries. at least five properties had fence or outbuilding damage. Large animals were sent to George Ingalls Park.
HOAs, roofs and solar panels
If you have solar on a single-story roof, we clean it from the ground for $6 a panel. We never walk a roof and we do not clean second-story roof arrays. Norco is mostly horse-property lots, and we found no source for large HOA communities, so many homes may have no association at all. Ask your neighbors about the city's property rules if you are unsure.
Norco electric service and solar billing
Southern California Edison is the utility in Norco. Its Riverside Transmission Reliability Project runs along the Santa Ana River, and Norco asked the CPUC to move the whole line underground; the CPUC voted 3-0 on March 21, 2024 to reject that petition. The CPUC says solar applications since April 15, 2023 take the Net Billing Tariff, and NEM 2.0 customers can stay on their tariff for 20 years from interconnection. For scale, a University of California San Diego study of 186 California sites found that, on average, sites would have yielded 0.81 percent more annual energy if they had been washed halfway through the summer drought. It did not report results for this city, so yours can differ.
Norco property rules and solar rights
The city's water page says Norco is generally considered to have moderately hard to very hard water. Norco became a charter city in 2003 to protect and preserve animal-keeping rights, so some properties may have no association. If yours does, Civil Code 714 voids association rules that effectively ban solar, and a rule counts as a significant cost or efficiency hit only if it adds more than $1,000 to the system cost or cuts efficiency by more than 10 percent. We did not read any Norco city solar or holiday-light rule.
